On 4 September 2023, the Federal Government introduced the Fair Work Legislation Amendment (Closing Loopholes) Bill 2023 to Parliament, and with it introduced a large range of proposed legislative amendments.
NECA has worked closely with Industrial Relations Minister, Tony Burke and his office to have the above-mentioned exclusions written into the proposed legislation, and we consider this to be a win for our members and the broader subcontracting industry.
The explanatory notes of the proposed reforms total 521 pages on their own, and after extensive review, we have identified the key proposed elements of the reform that may impact NECA’s members.
Based on member feedback, this paper will take the form of NECA’s submission to the Senate to inform the inquiry into the proposed bill and ensure NECA members voices are heard.

Please submit any feedback you may have on this draft to the NECA’s Director of Government Relations at [email protected] no later than C.O.B. 27 September 2023.
We are committed to acting in the best interests of our members and will continue to fight for the best possible outcomes for subcontractors.
